Greenwood was the first to be issued (early June, 1916) with a Port Melbourne Soldier’s Certificate. His may have been in part a promotional exercise – the Council was encouraging relative, churches and lodges to provide details of local enlistments and the Council’s resolution to issue the Certificate added “… and to ask Mr. Kellett to exhibit it in his window”.

It makes sense that there would be a promotional element to Greenwood receiving the first certificate from the Council as he had been put in charge of local enlistment efforts with an office at Port Melbourne Town Hall in early January 1916.
